I think levy has made a big mistake.
You can't expect to reach top 4 or reach euro places with a
Unqualified manager.

My 2nd point is what kind of manager will want to manage a
Club under a director of football, not the best ones.

How can a manager use a squad he only agreed to not chose.

1.) 1 - Pep Guardiola had absolutely zero experience when he took over at Barca. During their dominance in the 70's and 80's Liverpool promoted from within, it was called 'the boot room'.
2 - All across Europe clubs manage perfectly well with a DoF, it's just an English unwillingness to try anything different. Sami Hyppia is working very happy in Germany with a DoF, and bringing success to Leverkusen.
Every managerial appointment is a gamble regardless of experience, there's no easy answer!
